The decentralization of New York City's public schools became an issue during the 1960s, and in 1967 the Commissioner of Education initiated a study of decentralization plans under the direction of Dr. Norman D. Kurland. A law of 1968 required that the Regents review the decentralization plan proposed by the City Board of Education to the 1969 legislature.
